Tom’s work at the CIT is focused catalyzing the delivery of infrastructure projects in the Chicago region, including assessing the financial and commercial feasibility of regional infrastructure projects as well as assisting in the structuring of the financing, procurement and development of such projects. Prior to joining the CIT, Tom was a Vice President with Ernst & Young’s US infrastructure advisory group, where his work focused on financial modeling, project development and financial structuring, policy research and project procurement for large and complex infrastructure projects.  Tom brings experience from both the private and public sectors’ points of view, having previously consulted clients in the private, public and non-profit sectors. He has advised clients on a variety of infrastructure projects, with a focus on financial delivery models and public-private partnerships. Tom holds a bachelor’s degree from the University of North Carolina and a Master’s in Public Policy from the University of Chicago’s Harris School of Public Policy.
